This is what happened by date.
on Aug 20 (letter was sent around Aug 10), Timmy applied for OPT that going to his friends address, because he thought he might leave.
about Sep 10, Timmy received the receipt for application from his friend\ s address.
about Oct 25, Timmy couldn\ t wait and called USCIS customer service, they wanted him to wait for full 90 days processing time although others had got it already.
about Dec 3, Timmy found out that the mail was undeliverable to his friend\ s address on Nov 20 on USCIS website and the website asked him to call USCIS customer service. he called USCIS. They said they will resend it on the same day to the address he lives since the address of his friend was undeliverable and he will get the mail within 3~4 days.
on Dec 7, Timmy hadn\ t got anything and called again. Customer service said that there was no resend, but the only thing they can do is to file a request for reconsideration for him, and it takes 30~45 days. He did it and also provided personal information again to USCIS including the address he lives.
on Dec 8, Timmy was pissed, he called USCIS again and they told him that filing the request is the only thing they can do. Nothing else. They can\ t even see my information.
on Dec 10, Timmy kept calling USCIS, they told him not to call again, because they saw that he filed a request on Dec 7.
on Dec 19, Timmy got a letter with someone else\ s OPT card inside, yeah~, at least it\ s the card, although it\ s not mine. ridiculous~ yeah~ It\ s a card of a girl from China. And I only know her name. There\ s no way to give her the card. Timmy was tired of waiting, so he also made an appointment to the local USCIS office on Dec 21 wishing to get a temporary working permit.
on Dec 21, Timmy went to USCIS local office. The officer told him that the address has never been changed (then what\ s the bullshit they asked me to do on Dec 3 !?) and the letter undeliverable on Nov 20 was a letter requesting for more information that has an expiration date, but he doesn\ t know what date it is. He also learned that the letter arrived on Nov 20 was sent on Nov 5, and they no longer issue temporary permit since last September. The officer told him that he needs an address change, and nothing else he can do. He had an attitude, because Timmy had too many questions.
After Timmy left USCIS local office, he called USCIS customer service again. The clerk told him that the request for further information was expired on Dec 18. She can\ t resend that notice, and his case will probably be abandoned.
Timmy updated his address again online since those clerks didn\ t do what they claimed to do. He also went to the OIE. the advisor had no way helping him, but she promised to ask about her colleagues about more information.
Timmy\ s got interviews, but he can\ t go.
Timmy might have to leave US soon, because of the retarded USCIS. bye~ everyone.
